Diego Garcia is an island in the Indian Ocean. It is (or was) a British dependency. The US leased it as a base, a stopover for kidnapped prisoners, on their unwilling way to be abused in some country which specialised in the torture business.
Jack Straw was Britain’s Foreign Secretary when the US was using the island base. He denied this: “Unless,” he said,” we all start to believe in conspiracy theories and that the officials are lying, that I am lying, that behind this there is some kind of secret state which is in league with some dark forces in the United States, and also let me say, we believe that Secretary Rice is lying, there simply is no truth in the claims that the United Kingdom has been involved in rendition full stop.”
The conspiracy theories were true. Mr Straw was lying. As was Secretary Rice.
